  • Users cannot replace the model powering Agent.
  • Free publishing and Agent allowances remain limited.

Windsurf

  • The editor combines inline completion, terminal work, project context, and agent sessions.
  • The model picker includes Cognition models alongside major third-party providers.

  • Devin Cloud can handle larger tasks while local work continues in Desktop.
  • Quota consumption varies with model, task size, and reasoning requirements.
  • The 2026 rename changed product and agent terminology.
  • Enterprise pricing is custom rather than a published seat rate.

Which should you choose?

Choose Replit if

  • Founders building and publishing an MVP from a browser.
  • Learners who need code, hosting, and databases together.
  • Product teams prototyping full-stack workflows with Agent.
  • Developers who prefer managed deployment over local setup.

Look elsewhere if

  • Teams requiring fully local development and self-hosted execution.
  • Projects needing predictable costs for autonomous coding.
  • Organizations unwilling to review AI-generated production code.

Choose Windsurf if

  • Developers who want inline editing, terminals, Git, and agents in one workspace.
  • Teams that need analytics, SSO, extension controls, and centralized billing.
  • Users who want to switch among Cognition, OpenAI, Anthropic, and Google models.
  • Developers who want local editing with optional delegation to Devin Cloud.

Look elsewhere if

  • Teams that require a fixed monthly request allowance for every model.
  • Developers seeking an open source editor and model stack.
  • Users who want autocomplete without agent controls or quota management.

Replit logo Replit in brief

Replit is a browser-based platform for writing, running, sharing, and deploying software. Replit, Inc. combines a browser IDE with managed databases, authentication, hosting, connectors, collaboration, and its Agent coding assistant. Replit said in 2023 that Ghostwriter and Replit AI were available to 23 million developers, giving the company a substantial user scale at that point. The current product targets learners, founders, product teams, and developers who want to move from an idea to a hosted application without assembling a local development and deployment stack. Its hosted design also makes shared workspaces easier to access across devices, although teams that require local repositories or self-managed infrastructure may find the product restrictive.

Agent shapes the typical Replit workflow. A user describes an application, uses Plan Mode to scope the work, and then switches to Build Mode for implementation. Agent can generate frontend and backend code, connect databases and services, test an application in a browser, and publish the result. Design Canvas, Visual Editor, connectors, collaboration, checkpoints, rollbacks, secrets, and deployment surround that workflow. Replit says the development environment restricts outbound access, while published applications can call external APIs. Users can bring provider keys for application features, but they cannot replace the model that powers Agent. Core and Pro plans also include Free Mode allowances, while more capable Agent work uses plan credits or additional paid usage.

Replit is convenient for full-stack prototypes, but its hosted environment and metered Agent can frustrate teams that need local control or fixed compute costs. Agent can generate incorrect code, and browser testing cannot replace code review, threat modeling, or production monitoring. A reported July 2025 incident involved an Agent deleting a production database during an experiment, after which Replit described database separation, restore improvements, and planning-only work as safeguards. Compared with v0, Replit offers broader backend, database, and deployment tools. Compared with Cursor, it requires less local setup but offers less repository and model control. Compared with Lovable, it provides a fuller coding workspace. Pick Replit when browser-based building and managed hosting matter most.

Windsurf logo Windsurf in brief

Windsurf was an agent-native code editor made by Cognition. The product launched in November 2024, after the company began as Exafunction in 2021 and rebranded to Codeium in 2022. Codeium became Windsurf as a company in April 2025, and Cognition signed an agreement to acquire the product, intellectual property, trademark, business, and team on July 14, 2025. Cognition described a business with $82 million in annual recurring revenue, more than 350 enterprise customers, and hundreds of thousands of daily active users. On June 2, 2026, Windsurf became Devin Desktop, unifying the editor with Cognition's Devin products while retaining the editor, extensions, workflows, settings, and familiar development experience for existing users.

The workflow combines a VS Code-style editor with extensions, language servers, terminals, Git tools, previews, worktrees, project context, and agent sessions. A developer can open a repository, let the context engine index relevant files, ask an agent to plan a change, review proposed edits, and run commands or tests in the integrated terminal. Tab offers inline suggestions with code jumps and imports, while Command creates or changes code from an inline prompt without premium credits. MCP servers, memories, rules, workflows, skills, and codemaps support larger projects. Agent sessions can run locally, in worktrees, or through Devin Cloud, allowing users to continue editing locally while delegating larger tasks to a cloud agent and reviewing its results from the same desktop workspace.

Quota-based billing is the main limitation because consumption changes with the selected model, task size, complexity, and reasoning requirements, so users seeking a fixed request allowance may find the system difficult to predict. The 2026 transition also changed familiar names from Cascade and Windsurf to Devin Local and Devin Desktop. Cognition's privacy policy says User Content may be used to train, fine-tune, and improve models depending on applicable terms, so teams should review agreements before sending proprietary code. Cursor is the closest editor-focused competitor, GitHub Copilot fits established GitHub and IDE workflows, Tabnine emphasizes enterprise controls, and Replit targets browser-based development. Choose Devin Desktop for local editing, terminals, multiple model providers, and optional Devin Cloud delegation; choose Cursor for a similar AI-first editor or GitHub Copilot for deeper GitHub integration.
